If you work in the Scottish Government, and are buying goods or services from an external supplier, you must complete a protected procurement assurance questionnaire.

This requirement only applies to core Scottish Government staff, not other organisations such as agencies of the Scottish Government.

Supply25

Supply25 is the platform used during the procurement process for supplier assurance.

Subject matter experts will advise you to use Supply25 after completing the Procurement Protective Security and Information Assurance Questionnaire.

Protected procurement assurance questionnaire

This questionnaire will put you in touch with 3 teams:

These teams need to be involved early to make sure your procurement meets all relevant regulations. The teams will review your answers and give you feedback as needed.

To complete the questionnaire, you must include:

  • a brief description of the goods or services you're looking to procure

  • examples of any personal data you will be processing

  • whether non-Scottish Government (SG) staff will need access to SG buildings

  • what classification of information the contract will give access to

  • a brief description of any IT equipment required

Other areas you may consider getting specialist advice from include:

  • Accessibility (when considering the provision of a service or product that will interface with an end user across all demographics. These considerations will need to be included in your specification

  • Design (when considering the provision of a service or product that you will need to adhere to standards such as the DSSS. These considerations will need to be included in your specification)

  • Automation (when considering the provision of a product or a service that may potentially look to benefit from Intelligent Automation or AI, there may be reusable components that already exist and if not the Automation CoE may be able to advise on routes to market for your Automation requirements)

  • Data (When considering the data implications of your procurement or project and what you may need to include in your tendering)

  • Scottish Government Legal Directorate (When considering legal requirements such as Intellectual Property Rights (IPR), limits of liability or Transfer of Undertakings (Protection of Employment) (TUPE). Your procurement support should also help you with this)

  • Finance business partners (the contact will differ depending on your area and will be for advice on matters such as caps on limits of liability, Budget accountability and business case)

  • HR business partners (the contact will differ depending on your area and will be for advice on matters which may affect employment)
